Steam workshop available on the steam deck? Yes, though it's still not optimized for controls so you have to use touch screen. Or switch to desktop environment. You can find workshop in big picture at game > game info tab> under that little more tabs like store and such and the end of those is workshop.

I don't know all the changes myself, but it at least feels pretty simple to create a working mod there. It's shipped in Steam\steamapps\common\Warhammer 40,000 Rogue Trader\Modding\WhRtModificationTemplate-release.rar. There will be additional documentation released soonish (roughly around release?). For anyone who wants to download maps from Steam and use them with Lethamyr's loader, install and set up the loader (link) before following these steps: Go to the Steam page of the workshop map you want. The first one you linked still works, you just have to use SteamCMD to download it which is easy to install, they just won't upload the files to their server so that they can stay legitimate in Steam's eyes. steam cmd doesnt work for anon protected mods. Second link gives outdated mods.

I want to download some mods for a game but can't use the workshop since I have the game from gog.com (yes I know, not really piracy but r/Steam put my post on hold and I'm really hoping y'all can help, just pretend it's pirated game for a moment) and so far all of the sites/programs I've found have stopped working or use SteamCMD which doesn't support the game.

Unpack mod file (s)/folder (s) to appropriate location (see instructions below). Restart the game, so that it can load new items. Navigate to Content Manager from the game’s main menu and enable desired items. For Cities: Skylines mods and assets can be stored in user data, game installation directory and Steam Workshop downloads directory.

Unfortunately the only sure-fire way to get any workshop mods to work for any title that I have found is to buy the game, download the mod (s), move the mod (s) to pirated copy, then refund the game. I know it's not very practical.

correct. that's it. you just paste the url, get the message that there is"free space left" and watch as nothing happens. and then click on every available pixel, mocked by the message claiming that you've succeeded when in reality nothing has happened, no automatic download, no download link, no download request, nothing.
